1 You now should realize how important it is for economists to try and predict future conditions of the U.S. economy. Economists are also interested in the performance of the economy at a more local level. Discuss how local and national forecasts play an important role in the State and Federal levels. There have been significant discussions on the government's fiscal policy during the Great Recession. In particular, many did not like the government's actions in salvaging the auto industry in providing guaranteed loans to GM and Chrysler. What is your opinion? Congress is debating the option of implementing a value-added tax as a means to cut the federal deficit. The Federal Reserve announces it is increasing the discount rate in an attempt to slow the rate of inflation. The Bureau of Labor Statistics projects a 22.5 percent increase in the number of workers in the healthcare industry from 2008 to 2018.

Critical thinking is one of the most important skills to learn in any course. One of several questions economists should ask themselves is how variables are defined. Which of the following is an example that illustrates the importance of questioning how economic variables are defined? A New Jersey study shows that when the minimum wage increases, the unemployment rate decreases. The study concludes that an increase in the minimum wage benefits the overall economy. The city of Washington D.C. raises the tax on gasoline because it needs to raise tax revenues and decrease its budget deficit. After the tax raise, the city discovers that overall tax revenues have declined. Data show that average wages in the economy have declined. The study concludes that the average person in the economy is worse off financially. The production possibilities curve shifts out. This means that unemployment has decreased.

In an article in Forbes, Paul Roderick Gregory, an economist at the University of Houston, commented on the use of monetary policy to fight a recession: "Those who devise stimulus programs must know in advance the extent to which households and businesses will correctly anticipate the policy. A policy that has been used x times in the past is unlikely to have a stimulative effect because it will be easily anticipated." Does Gregory believe that households and businesses have adaptive expectations or rational expectations regarding monetary policy? Briefly explain.
