According to the Jus in Bello Principle of Proportionality, it is morally permissible to:
- Use overwhelming force if it is likely to save a significant number of lives.
- Assassinate, without warning, a suspected low-level operative in a terrorist group by bombing the crowded building where he is hiding (unbeknownst to the innocent civilians living there).
- Pursue a course of military action despite the fact that there is another course of action projected to cause fewer deaths (combatant and civilian) and less destruction of military and civilian infrastructure while still achieving the legitimate military objective.
- Carpet-bomb an entire village because a few enemy snipers are hiding there and firing on your troops.
