A congressperson is able to defend her votes to spend money on model preschool programs for disadvantaged children by pointing out that preschool programs are required by federal law. Although no one has done a long-term investigation, preschool programs seem to have substantial benefits for low-income families. For every dollar invested in such programs, taxpayers receive about 85 cents in return. Model programs save money by reducing later rates of teen pregnancy and incarceration.
