As a counselor in a state prison, you randomly select 36 inmates with a diagnosed mental illness to test if inmates with a mental illness are as likely to conform to prison rules compared to the 850 inmates overall. You are against a proposed new policy that places higher security on those with a mental illness. If your findings support your suspicions that those will mental illness have less opposition to prison rules than the rest of the prisoners, you plan to write a report to submit to the warden that will argue that the new proposed policy is unwarranted. You administer a survey that measures attitudes toward opposition to institutional rules. The scale scores ranged from 1 to 100 points, with higher values indicating more opposition to prison rules. For the whole prison, the mean is 46. You find that those with a mental illness score an average of 38 on the scale, with a standard deviation of 14.
