Most likely it is probably easiest to say that the judges that are selected by the election process and the merit -based selections are going to be the most fair because this is going to allow the biggest number of people actually decide who serves as justice so here people under 18 people people who are not citizens and people who have been disenfranchised due to criminal convictions still may not be able to vote.
