How did the congress system work to ensure the ongoing peace in Europe after 1816? The congress charged France with causing the Napoleonic Wars and divided France between other countries to prevent future wars. Representatives from the Quadruple Alliance met periodically to discuss common interests and methods to ensure peace. Quadruple Alliance members established open boundaries to make Europe a tariff-free trade zone to prevent economic competition that might lead to war. Each member of the Quadruple Alliance contributed funds and soldiers to maintain the peace and stability of Europe.
