If there's a great electronegativity difference, that means that one element, one atom specifically, is like pulling those electrons much more than the other, so there's unequal sharing of electrons, so it creates a difference in charge.

So in the water molecule, hydrogen is much more positive than oxygen, oxygen is negative because it's pulling these electrons nearby, that makes it negative, whereas hydrogen is losing its electrons, making it positive.
