The 4MA for a given period $t$ is the average of the values of $y_t$ for periods $t-1$, $t$, $t+1$, and $t+2$. For example, the 4MA for period 2 is $\frac{22 + 27 + 37 + 46}{4} = 33$. We can't calculate the 4MA for the first and last two periods.
