In the Progressive Era, leaders called for a reinterpretation of how to run the Government. In the words of President Woodrow Wilson, "The old political formulas do not fit the present problems; they read now like documents taken out of a forgotten age." Instead of a system of "checks and balances" between "three co-equal branches of Government," President Woodrow Wilson called for a President with greater power than the other branches of Government.
