You believe that the agency in your state that is responsible for investigating and addressing reports of child maltreatment is significantly underfunded and has been for the past several years. Due to the gap in funding, there are too few caseworkers employed and available to respond in a timely manner to hotline reports or suspected Abuse and neglect. You believe that a consequence of this problem is that children are at increased for abuse and neglet. Do you have an ethical obligation to intervene in order to address this problem explain why? What are 3 steps that you can take to bring awareness to the underfunding of this agency on a micro level of practice?

Assume you are a school counselor and a student of yours discloses that her mother is physically abusing her. She then shows you what appears to be a cigarette burn on her legs and severe bruising on her forearms and neck. She tells you that if her mother ever learned that she told anyone, she would beat her severely. You know that this student is a chronic run-away and you fear two things, first, that if you tell her in advance that you have to report her disclosure to child protective services (CPS), she'll run away. Second, you fear that if you make a hotline call and CPS doesn't take immediate action, or if she recants her statements that her situation at home will deteriorate and she will possibly endure worse abuse. Citing the various ethical issues involved, discuss how you would potentially handle this situation. What are the pros and cons of informing her of your intention to call in advance, or waiting until later?
