Expand your Surround panner to an 8-channel version. Angles: [0-45, 45-90, 90-135, 135-180, 180-225, 225-270, 270-315, 315-360(0)].
Then, copy the 8-channel panner to create the second layer (Ear-level and Height layer): total 16 channels - 3D panner.

What you need:
1. One 8-channel panner (for the ear-level layer).
2. One 8-channel panner (for the height layer).
These two panners are controlled by one DIAL.
3. One 2-channel panner (between horizontal and height). Angle: [45 (max height angle), 0 (ear-height)]. This inter-layer balance is controlled by a slider (See the example in the next slide).

Pseudo code for 16ch panner:
- 8-ch panner for "ear-level" Layer1: Out1-8 = 45.
- 8-ch panner for "height" Layer2: Out9-16 = 0.40716 * EL * EHE.
Make another "slider" rEL Ht for the gain balance between Layer1 (EL) & Layer2 (Ht).
Currently, the target image is located between EL and Ht layer, but more towards the EL layer.
