For an Amendment to be ratified, it must receive approval from both houses of Congress and three-fourths of the states. It also requires the approval of the President. The Constitution is the supreme law of the land in the United States. The Supreme Court, the Bill of Rights, and the voice of the people all play important roles in the balance of power between the federal and state governments. The Preamble of the Constitution states, "We the People of the United States," emphasizing the importance of the citizens in the governing process. The President takes an oath of office, and the Supreme Court is symbolized by the words engraved above its doors.
