A tire with a grade of 200 should last at least twice as long, on average, as a tire graded with a base of 100. A consumer organization has been accusing the manufacturer of a brand name of tires 'graded 200' of underperformance. To check the validity of the consumer organization's complaints, the manufacturer of these tires selected a random sample of 36 such tires and discovered a sample average tread wear index of 190.5 with a population standard deviation of 12. Using this evidence and a 2% level of significance, please test if these tires are indeed underperforming as claimed by the consumer organization.
