And the second one is whether the balance should be struck with the improving corporate profits so improving corporate profits and the third to analyze would be improving environmental conditions environmental conditions and we want to look at the fourth one here which is basically they're protecting the state's rights all right so a quick look at each of those starting with the one in the bottom obviously there's no need to balance protecting safety and protecting the state's rights because it is the state that is responsible for actually developing and implementing policy so that will make sense but improving environmental conditions is it something that actually balance of protecting safety no there's no need for balance because it actually would be the same thing protecting safety is actually improving environmental conditions.
