Torque is a measure of how much a force acting on an object causes that object to rotate and the net torque is given as the sum of individual torques acting on an object.

So we have net torque is the sum of individual tors.

Now a rotational equilibrium is a state of system for which the total angular acceleration is 0 so we can write for a rotational equilibrium the total angular acceleration that is alpha is equal to 0 and we have the torque is given as tau equal to i alpha now when alpha is equal to 0 we get torque is equal to 0 in rotational equilibrium.

So we can conclude that object experiencing a net torque will never be in a rotational equilibrium.

Now coming towards the translational equilibrium, an object moving in a straight line at constant velocity or an object which is stationary would be considered in a translational equilibrium.

But by the definition of torque, torque is not related to translational equilibrium because torque involves rotational motion and not a straight line motion.
