To measure neurotransmitters in the brain you would use PET or H-MRS, to measure electrical activity in the brain you would use EEG or MEG, to measure blood flow you would use fMRI or PET. Like cameras for photography and videography, the temporal and spatial resolutions can be very important in human brain imaging. There is a time and location accuracy tradeoff when using different brain imaging techniques. The EEG has very high time resolution, but poorer location accuracy. The PET has relatively poor time resolution, but much better location accuracy.
