You have a flywheel consisting of an outer wheel, an axle, and some spokes. It is rotating quite fast, but you've got a heavy block you can use as a brake. To use it, all you have to do is hold it flat against some part of the flywheel (assume that for the spokes you'd hold it so that it pressed down on each spoke as it slides past the bottom of the block... in other words, in call cases assume you are applying the torque correctly). Where would be the best place to "apply the block" if you want to slow down the flywheel the fastest?
