Problem 2

The government of Finland gives each new mother a complete layette for the baby, or 150 Euros (about $$\$ 210$$ in 2004). A parent who gets on a bus in Helsinki with a baby in a carriage or stroller does not have to pay the bus fare because people think the parent should not be distracted from caring for the baby. Single mothers not only suffer no stigma in Finland, they are considered to be doing valuable work for the country by raising children. These attitudes are quite different from attitudes toward mothers in the United States who receive welfare. Why do you think there is such a difference?
