Running head: MILESTONE TWO: INTEROPERABILITY AND DATA DICTIONARY Milestone Two Southern New Hampshire University Milestone Two MILESTONE TWO: INTEROPERABILITY AND DATA DICTIONARY There are several classification standards and terminologies that will be necessary for successful interoperability and security of the Health Information Exchange (HIE). The classification standards what will be necessary for interoperability and security are the International Classification of Diseases (ICD) and the Healthcare Common Procedure Coding System (HCPCS). The ICD facilitates the storage and retrieval of diagnostic information and serves as the basis for compiling mortality and morbidity statistics (Oachas & Watters, p. 147). HCPCS is "used to report services and supplies primarily for reimbursement purposes in the outpatient or ambulatory setting" (Oachs & Watters, 2020, p. 150). The terminologies that will be necessary include the Current Procedural Terminology (CPT), Diagnostic and Statistical Manual of Mental Disorders (DSM-5), International Classification of Primary Care (ICPC), Current Dental Terminology (CDT), and National Drug Codes (NDC's) (Oachs & Watters, 2020, p. 152- 155). For the HIE to be successful it will need key technologies that provide interoperability and security. Direct secure messaging can send data similar to a fax or email to a specific digital recipient. It fulfills the interoperability and security standards by using authentication and advanced encryption protocols making it a trusted and highly secure method of transmitting electronic protected health information (ePHI) (Healthcare Drive, 2020). The master patient index (MPI) will be used a s a patient identifying directory that references all patients related to a healthcare facility, is a link to the patient health record or information and assists in maintaining a longitudinal patient record from birth to death (Sayles, 2018). Additionally, the Record Locator Service (RLS) is an important technology as it identifies where records are located based on specific criteria as well as providing for context-sensitive information location based upon matching metadata requirements (Oachs & Watters, 2020, p. 397). MILESTONE TWO: INTEROPERABILITY AND DATA DICTIONARY The most important regulation that affects the exchange of ePHI is the Health Insurance Portability and Accountability Act of 1996 (HIPAA). The patient's decision to not share their health information is protected by HIPAA. Should the patient's decision not be respected by the provider could mean critical consequences. If a complaint is filed to the Office of Civil Rights (OCR) and the OCR finds that the provider has been negligent in the compliance with HIPAA privacy regulations, the provider could suffer significant fines (Oachs & Watters, 2020, p. 391) Each state has their own governance that determines the rules for HIE participation but obtaining consent for the HIE is a requirement before enrolling the patient in that system. The HIPAA Privacy Rule establishes a set national standard for the protection of certain health information. To be compliant with this rule there are several steps that an organization should follow to protect this information. The Privacy Rule requires the organization to nominate a specific "Privacy Officer" who will "maintain responsibility for developing and implementing any policies and procedures needed to becom
