The Human Rights Council, Sponsors: Signatores: Topic: "The issue of Myanmar" The Human Rights Council, Recalling the United Nations' expert opinion calling for coordinated action by the Member States to save the lives of the most vulnerable in the face of indiscriminate attacks violating human rights in Myanmar, Believing the usage of weapons from sources outside Myanmar to attack civilians with aerial and artillery bombardments of towns and villages creates both an opportunity and an obligation for the international community to act, Recognising the successes of international sanctions which partially cease the ability to carry out attacks on the people of Myanmar, Noting further the people's need and worthiness, after three years of conflict, for more from the international community than statements or disjointed actions, 1. Urges for sanctions to not only be extended to new targets but also to be vigorously enforced to maximise their impact, especially targeting: a. weapon dealers, b. enterprises, c. aviation fuel, d. Myanmar Foreign Trade Bank e. Myanmar Investment and Commercial Bank; 2. Draws attention towards donors and humanitarian agencies, as well as private donations encouraged by the United Nations Trust Fund, which must ensure that aid reaches the most vulnerable, including displaced populations in opposition-controlled areas; 3. Calls for Governments of all States to develop rapid deployment forces for the coordination of both relief efforts of humanitarian assistance and a countermeasure against violence of a systematic attack on civilians; and 4. Requests a unified armed international response, proportional in breadth and scale to the violations of international law suffered by the people of Myanmar, aiming to become a firm ceasefire in the region.
