7 Stakeholder and community engagement This chapter provides an overview of the stakeholder and community engagement activities carried out during the project's development and during the preparation of this environmental impact statement. An overview of engagement and consultation tools which would be used to support the public exhibition of this environmental impact statement and during delivery of the project is also provided. The Secretary's environmental assessment requirements as they relate to stakeholder and community engagement, and where in the environmental impact statement they have been addressed, are detailed in Table 7-1. The project must be informed by consultation, including with relevant local, State and Commonwealth government agencies (including the Harbour Master where disturbance of seabeds, shipping channel closures or marine movement of materials/spoil are proposed), infrastructure and service providers, special interest groups (including Local Aboriginal Land Councils, Aboriginal stakeholders, and pedestrian and bicycle user groups), affected landowners, businesses and the community. 2. The Proponent must document the consultation process, and demonstrate how the program has responded to the inputs received. 3. The Proponent must describe the timing and type of community consultation proposed during the design and delivery of the project, the mechanisms for community feedback, the mechanisms for keeping the community informed, and procedures for complaints handling and resolution. Where addressed in EIS A summary of consultation carried out to date is provided in Section 7.1 and Section 7.2. A summary of feedback received is provided in Section 7.3. The Proponent must assess the potential for complaint fatigue to occur during construction of the project and describe how mitigation measures, complaint handling procedures and community consultation mechanisms will mitigate complaint fatigue.
