Document A Application to the High Court 1.1 The Claimant is Simon Edgley - known as S for the purpose of this document. 1.2 The Defendant is Hampshire County Council - known as HCC. 1.3 Under The New Care Act ones Local Authority has a Duty of Care to make a person Safe - and then investigate the reasons behind the claim. 1.4 S has made numerous attempts at being made safe to the Safeguarding Team at Basingstoke Council and then to the Head of Adult Services for Hampshire County Council and finally the Managing Director of Hampshire County Council. Now that S has a Social Worker there have been no changes, however S was told that HCC are arguing over S housing costs with Kingston Council. It is sickening
