The property $\frac{\sqrt[n]{a}}{\sqrt[n]{b}}=\sqrt[n]{\frac{a}{b}}$, called the division property for radicals, is true for certain real numbers $a$ and $b$. By substituting values for $a$ and $b$, determine under what conditions this property is true.
