The fourth root of $x^{2}$ is $x^{2/4}$ and the fourth root of $y^{3}$ is $y^{3/4}$. Similarly, the cube root of $x$ is $x^{1/3}$ and the cube root of $y$ is $y^{1/3}$.
So, the expression becomes:
$$\frac{x^{2/4} y^{3/4}}{x^{1/3} y^{1/3}}$$
