Show that (in the transverse gauge) the completeness relation is

$$
If $\varepsilon$ were along $q$, it would be associated with a helicity-zero photon. This state is missing because of the transversality condition, $\mathbf{q} \cdot \boldsymbol{\varepsilon}=0$.
