What do you think of the European approach to encouraging conservation in gasoline use by imposing very large excise taxes on gasoline? Do you think this would work in the United States? All states impose excise taxes on gasoline. According to data from the Federal Highway Administration, the state of California imposes an excise tax of $\$ 0.40$ per gallon of gasoline. In 2013, gasoline sales in California totaled 18.4 billion gallons. What was California's tax revenue from the gasoline excise tax? If California doubled the excise tax, would tax revenue double? Why or why not?
In the wake of sharply rising gasoline prices in the summer of $2005,$ several states considered putting a ceiling on the wholesale price of gasoline. What would be the likely result of such a price control? Would it be an effective strategy for lowering gas prices?

Intervention in the Price System
According to a report from the Foundation for Taxpayer and Consumer Rights, gasoline costs twice as much in Europe as in the United States because taxes are higher in Europe. However, the amount per gallon net of taxes that U.S. consumers pay is higher than that paid by Europeans. The report argued that U.S. motorists effectively subsidize Europeans, who pay higher taxes but substantially less to oil companies. Given that oil companies have market power and can price discriminate across countries, is it reasonable to conclude that U.S. consumers are subsidizing Europeans? Explain your answer.
