If you pack all of the same kind of voter into one district, it is likely they will select someone just like them. So if they are all one type of party identifier, that party is going to win, BUT, the areas around that district are likely to contain voters of other types of preferences so all the other districts will be less competitive as well. If one party can pack their opposition voters into one or two districts, they can more easily win the the other districts.
