At some future date before 2030, it is projected that the country will go through four seasons without rains. It just so happens that this occurs in the year 2022/23 season. As a result, all rivers in Gauteng and the Transvaal region dry up, and large rivers run at 20% capacity during this season. Eskom runs into a problem of water supply to the coal-powered power plants, and most of the major plants are shut down, such that there is no electricity from the grid in the Gauteng region for 180 days from December 2022 to June 2023. You are an expert called upon to advise the minister and the general populace of South Africa on how to manage the crisis. You are requested to highlight the problems that are imminent during the crisis and suggest ways to minimize the impact. Since the crisis was known well in advance, in your analysis, include the preparatory measures that would have been undertaken to minimize the impact. (6 pts)

The International Labour Organization (ILO) regulates international trade practices and is involved in legal aspects of contracts across borders. Naturally, there are variations in legal implications as they are formulated to protect the rights of citizens and safeguard the future of societies for which the laws are drafted. In the case of South Africa, there are legal requirements that all entities operating within the borders of South Africa will need to fulfill under the SA National Water Act and Water Service Act.
(i) State at least 4 of the "performance requirements" in the context of SA that may not be catered for under the ILO structures and policies. (4 pts)
(ii) State at least 3 administrative measures that can be implemented to facilitate unhindered participation of foreign entities in creative water infrastructure investments in an economically friendly environment while protecting the political goals of South African society. (3 pts)
