2. Find 10%:
Calculate 10% of the rounded number. For 200, 10% is 20 because 10% of any number can be found by moving the decimal point one place to the left. Hence, 10% of 250 is approximately 25.

3. Double 10% to Get 20%:
Since 16% is closer to 20% than 10%, calculate 20% of 250. Doubling 25 (10% of 250) gives us 50.

4. Refine the Estimate:
Because we rounded up a little when considering 16% as 20%, we need to adjust slightly down. Halfway between 10% and 20% is 15%, which is close to our target. Here, we use a slightly less direct method and assume a little under 50, say around 40, as a more refined estimate.

So, 16% of 250 can be estimated by refining or averaging to about 40.
