The chloroplast has membranes covering it. The space between them is space. Just like you find cytoplasm inside a cell and matrix inside a mitochondrion, you will find filling the inside of the chloroplast. In the filling of the chloroplasts are grana, which are stacks of membranes. The light capturing reactions (light-dependent reactions) take place on these membranes.
