Explain the difference between a hypothesis and a theory. 4. After scientists develop a question to be answered they must then design an experiment that will help answer that question. To do this the scientist must identify the variables that are involved in the experiment. What are "variables"? What is an independent variable? What is a dependent variable? 5.
