Although probation is the most common form of punishment in the United States, research suggests that convicted offenders frequently violate their probation conditions. Hawaii's Opportunity Probation with Enforcement (HOPE) program is responding to this trend through a joint effort among judges, probation supervisors, public defenders, and law enforcement to reform offenders and keep them out of prison.
