Scenario 1 You are a human resource manager in a school district. You have recently received several complaints about Francis, a newly hired high school principal. Some faculty report that Francis's leadership style includes micromanaging and constant monitoring of their lesson plans. Upon further investigation, you learn that although Francis scrutinizes some teachers, other teachers have more freedom and are permitted to conduct their duties without issue. This has led to a toxic work environment and many faculty members believe Francis favors some teachers and distrusts others. You have also discovered that Francis has placed a few teachers on a performance improvement plan (PIP) for minor infractions and has occasionally publicly reprimanded these teachers in front of students, parents, and other faculty. The school board has asked you to meet with Francis, provide some administrative coaching, and then document the results of your discussion. The documentation will be included in Francis's personnel file. Scenario 2 You are a manager for an organization in which you supervise a team of 10 employees. Your director, Marie, has asked all managers to make changes to their supervision strategies to improve performance goals and expectations. The strategies include covertly installing surveillance software on company-issued laptops and devices, formal citations for tardiness, and locking the employee break room before and after lunch. You are concerned about employee burnout, low morale, and poor productivity if the strategies are implemented, and employees discovering they are being discreetly monitored. You have spoken to Marie, but she insists you continue with her plan. You have decided to file a report with the organization's ethics committee.

Max is a successful financial officer at a New York-based company that recently acquired a banking institution in two southern states. Max will take over the recently acquired southern footprint as the new regional CEO. The newly acquired banking institution has a long-standing reputation as a friendly institution with traditional values, and it prides itself on its exemplary customer service. The current staff has prepared a comprehensive package outlining the bank's vision and key customer success stories that demonstrate their commitment to exemplary service and low customer and employee turnover. It is Monday morning and Max has called a meeting at 8 a.m. Max arrives at 7 a.m. and is surprised to find only a couple of employees in the building. Max begins the meeting at 8 a.m. sharp, and the auditorium seats are half-filled. Max is perplexed at the turnout but begins the meeting. "Shareholder value is what it's all about. We are the stewards of this organization, and we have a responsibility to the shareholders." Silence echoes in Max's ears. He continues by stating, "I expect total dedication. If you cannot commit to our new vision and strategies then this is not the right place for you. Commitment starts by being on time." Max motioned to the staff standing next to the auditorium doors to close the doors. "If you can't be here on time, then you can't play in our sandbox." Later that afternoon, Max met with the executive team and outlined the strategies, goals, numbers, and deadlines. A meeting was held with senior staff members responsible for reporting progress. Market growth numbers were up, and new business numbers were increasing. A quarter later Max had the quarterly report results. The region was on target. However, turnover increased 25 percent. Involuntary turnover was up 10 percent. Previous customer numbers were decreasing, and customer complaints were increasing. He reviewed the report with his staff. When he asked for input, his request was greeted with silence. He sensed an uneasy feeling in the room.

Wallier Specialty Items Inc. The sales had shown double profit at the company of Mark Nash, named by Wallier Specialty Items Inc. in Dawson Creek, BC in a year which was out of expectations. However, the company was unable to cope with the over-demanding workload and workers were not able to handle the burden of work within the given period. Then a meeting was arranged by Nash to solve the issues. During the meeting, some of the managers reported the following: First and foremost, it was observed that the company had shown a lack of pre-planning, which is why the company faced a mismatch between demand and supply. Moreover, customers were on a waiting list to get a quick reply to their queries. Secondly, absenteeism was increasing among the workers, and it was difficult for the company to fill that gap by hiring new employees instead of providing them with a reliable work area. HR conducted a staff satisfaction survey last month, which was completed by 99% of the staff. Several issues were identified by the staff: The current evening shift patterns (12 p.m.–5 a.m.) are not family-friendly. There is a high transportation cost, and some staff are worried about their personal safety when traveling at night. There are long working hours. Furthermore, employers were not concerned about the working conditions of laborers, so staff members have lost control over their work due to an aggressive environment. The supervisors of different departments were ignoring each other's poor strategy and leadership. Wallier Inc. rates of pay per hour for careers are lower than the rates offered by other competitors.
The Springfield school board has made the decision to close one of its middle schools (sixth, seventh, and eighth grades) at the end of this school year and reassign all of next year's middle school students to the three remaining middle schools. The school district provides bussing for all middle school students who must travel more than approximately a mile, so the school board wants a plan for reassigning the students that will minimize the total bussing cost. The annual cost per student of bussing from each of the six residential areas of the city to each of the schools is shown in the following table (along with other basic data for next year), where 0 indicates that bussing is not needed and a dash indicates an infeasible assignment. Area No. of Students Percentage in 6th Grade Percentage in 7th Grade Percentage in 8th Grade Bussing Cost per Student School 1 Bussing Cost per Student School 2 Bussing Cost per Student School 3 1 450 32 38 30 $300 0 $700 2 600 37 28 35 — $400 $500 3 550 30 32 38 $600 $300 $200 4 350 28 40 32 $200 $500 — 5 500 39 34 27 0 — $400 6 450 34 28 38 $500 $300 0 School capacity: 900 1,100 1,000 The school board also has imposed the restriction that each grade must constitute between 30 and 36 percent of each school’s population. The above table shows the percentage of each area’s middle school population for next year that falls into each of the three grades. The school attendance zone boundaries can be drawn so as to split any given area among more than one school, but assume that the percentages shown in the table will continue to hold for any partial assignment of an area to a school. You have been hired as an operations research consultant to assist the school board in determining how many students in each area should be assigned to each school. a. Formulate a linear programming model for this problem. b. Solve the model. c. What is your resulting recommendation to the school board? After seeing your recommendation, the school board expresses concern about all the splitting of residential areas among multiple schools. They indicate that they “would like to keep each neighborhood together.” d. Adjust your recommendation as well as you can to enable each area to be assigned to just one school. (Adding this restriction may force you to fudge on some other constraints.) How much does this increase the total bussing cost?
