Under the terms of the Treaty of Paris in 1898: Spain was to pay $30 million in exchange for Cuba and Panama. The United States was to annex Puerto Rico as an American territory, and Cuba would become independent. Spain agreed to trade Cuba and the Philippines for control of the sugar trade in Hawaii.
