The speaker actually didn't say this. She stated that a nation that concentrated too much on the more exciting area of offensive cyber operations would be vulnerable to attacks because they did not have a balanced offensive/defensive strategy.

The most powerful cyber nation will have a strong offensive component but will not have a strong reliance on cyber themselves. This, however, makes them more vulnerable because their conventional forces will not be able to take advantage of technology as a "force multiplier.

She actually stated it the other way around. The nation that is most vulnerable to a cyber attack, may also be the most powerful because the nation will understand the vulnerabilities that make it vulnerable and can use these against potential adversaries.
