Government financial management faces several major problems, including public expenditure planning, resource planning, budget structures, budget implementation, government accounting and financial reporting, and financial management. Public expenditure planning lacks priorities, link with macroeconomic frameworks, and proper review of programs. Resource planning lacks detailed estimates of revenues and receipts, and budget structures are inconsistent. Budget implementation is rigid, relying heavily on central controls and lacks efficiency indicators. Government accounting and financial reporting are outdated and lack differentiated focus. Budgets are submitted too late in the fiscal year, leading to uncertainty and a shift from strategic management to tactical approaches. Accounting systems remain unresponsive to efforts to improve, and financial management is dominated by central controls that are excessively process-oriented. Centralization contributes to abuse of power and a loss of financial consciousness in spending agencies. The problem accumulated despite efforts to improve government financial management systems, with common factors including the absence of a strategy for reform and the changing economic context.
