So first let's talk about what increases solubility.

So solubility increases when, the hydrogen bonding to water increases.

So if you can form a lot of hydrogen bonds with water, then you'll have more solubility.

So in order to have more hydrogen bonds with water, you need to have electronegative atoms that carry a partial negative charge, and they need to be attached to a hydrogen with a partial positive charge.
