The goods and services tax (GST) is a federal tax charged on the cost of almost all goods and services. GST-taxable goods and services are taxed at 5%. When Fred of Fred's Auto Repair tallied up his accounts at the end of the year, he found he had paid GST on parking fees of $2000, supplies of $55,000, utilities of $4000, and miscellaneous eligible costs of $3300. During this same time, he found he had charged his customers GST on billings that totaled $175,000 for parts and $165,650 for labor. How much GST must Fred send to the government?

In the 2017 "Asempa" budget, several tax reforms were proposed, including the removal of (i) 5% VAT/NHIL on real estate sales and (ii) excise tax on petroleum products. Focusing on these two taxes, provide answers to the following questions. i. Using the Harberger triangle, explain why these tax reforms were hailed as a source of relief (use appropriate graphs where necessary). ii. Explain the implications of the tax reforms along the following lines (again, focus only on the two taxes above): a. Horizontal equity b. Vertical equity c. Efficiency

Tax economists often speak of lump-sum taxes, which are levied on individuals without regard to their economic activity. Lump-sum taxes are efficient because they impose zero marginal tax rates on all inputs and outputs. Assume that the government imposes a lump-sum tax of $\$ 200$ on each individual. Show the effect of this on the supply and demand for labor in a graph. Does the marginal revenue product of labor still equal the wage in equilibrium? In a lifetime framework, the dynamic equivalent of a lump-sum tax is an "endowment tax," which would tax individuals on the basis of their potential labor incomes. Would you favor such a change? Describe some of the difficulties in implementing an endowment tax.
